Melanie Roller, Owner/Member

C2 North, LLC was established in 2001 by Melanie Roller to provide small business program consulting, business development, and support services to Alaskan small businesses. Ms. Roller specializes in small business minority certifications, specifically SBA’s 8(a) business development program.  She also works with small businesses to determine eligibility and obtain other certifications such as HUBZone, Mentor-Protege agreements, and various DBE programs.

Ms. Roller’s experience handling small business certifications dates back to 1996 during her employment at one of the Alaska Native Corporation (ANC) regional corporations active in the 8(a) program. Her early experiences with the 8(a) program included learning the program from the contractor’s perspective and applying the program for the benefit of the firm’s business development.  Subsequently, she took a position at the parent corporation with responsibilities for all of the ANC 8(a) subsidiaries in the areas of 8(a) strategy, certification and compliance while serving as the liaison with SBA.

Ms. Roller is a highly regarded expert in SBA’s 8(a) Business Development Program. She is well known in the ANC and tribal communities in assisting clients achieve and maintain 8(a) status for their subsidiaries. Since starting her own consulting firm, she has assisted over 150 firms with 8(a) program certification.  She has extensive experience in navigating the complex application and recertification requirements with expertise in the areas of program evaluation and recommendation; initial certification and annual updates; program training and compliance; as well as associated procurement advantages.

In summary, Ms. Roller is a highly qualified and successful business consultant with an emphasis on assisting ANCs and tribes through the 8(a) certification process.  She is dedicated to assisting her clients achieve certifications that will help them grow and succeed in the federal contracting arena.  Ms. Roller’s experience guarantees that 8(a) participants spend less time maneuvering through the certification paperwork and more time pursuing their business success.

Bethany Monfore, Small Business Program & Compliance Specialist

Bethany Monfore joined C2 North, LLC in July 2018 as a small business program specialist. Prior to joining C2 North, Ms. Monfore was the Corporate Paralegal for Calista Corporation, one of the regional Alaska Native Corporations. She is familiar with ANCSA and the structure of Alaska Native Corporations and their subsidiaries and is knowledgeable of state filing requirements in regard to business operations.

Ms. Monfore is responsible for assisting clients in creating submittals for small business programs including SBA 8(a), Mentor Protégé, Joint Ventures, HUBZone, and DBE and MBE certifications. She provides support in creating submittals and in continuing compliance upon approval of submittals. She assists clients in setting up federal contractor registrations including, System for Award Management (SAM), SBA Dynamic Small Business Search (DSBS) profiles, and provides CERTIFY support. Ms. Monfore also assists with client licensing requirements as required for new offices, including setting up new LLCs, foreign LLCs, and business or professional licensing. She also performs market research/data analysis for possible mergers and acquisitions and for startup businesses.

Katrina Beckman, Small Business Program & Compliance Specialist

Katrina joined the C2 North team in June 2018. She assists with preparation, assembly, final review, and client distribution of 8(a) Applications, 8(a) Annual Updates, Joint Ventures, Mentor-Protégé, Bona Fide Office, HUB Zone, and DOT DBE submittals.  Furthermore, she updates internal office documents including procedures, templates, PowerPoints, and calendars as well as maintains client distribution list and drafts weekly e-newsletter with relevant information and changes via MailChimp. She also updates and maintains company website content via WordPress and conducts web research as necessary.

Serenity Saggs, Small Business Program Project Assistant

Serenity joined C2 North in May 2019 in an office support capacity with over 10 years of office administration experience. She is responsible for assisting with preparation of 8(a) Applications, 8(a) Annual Updates, Joint Ventures, Mentor-Protégé, Bona Fide Office, HUB Zone, and DOT DBE submittals. She assists clients in setting up federal contractor registrations including, System for Award Management (SAM) and SBA profiles. She is also primarily responsible for administrative office support, compliance activities, and internal accounting tasks.
