C2 North, LLC was established in 2001 by Melanie Roller to provide business development and planning services to federal contractors. Ms. Roller specializes in small business certifications, specifically SBA's 8(a) business development program. She also works with small businesses to determine eligibility and obtain other certifications such as HUBZone, Mentor-Protege agreements, and various DBE programs.
Ms. Roller's experience handling small business certifications dates back to 1996 during her employment at one of the Alaska Native Corporation (ANC) regional corporations active in the 8(a) program. Her early experiences with the 8(a) program included learning the program from the contractor's perspective and applying the program for the benefit of the firm's business development. Subsequently, she took a position at the parent corporation with responsibilities for all of the ANC 8(a) subsidiaries in the areas of 8(a) strategy, certification and compliance while serving as the liaison with SBA.
Ms. Roller is the well-known expert that ANCs and tribes turn to when they have questions or need assistance with achieving and maintaining 8(a) status for their subsidiaries. Since starting her own consulting firm, she has assisted over 150 businesses with certification for the 8(a) program. She has extensive experience in navigating the complex application and recertification requirements with expertise in the areas of program evaluation and recommendation; initial certification and annual updates; program training and compliance; as well as associated procurement advantages.

Rebecca Hetlet, Program Specialist, C2 North, LLC
Rebecca Hetlet has been working with Melanie Roller since the inception of C2 North, LLC in 2001. They met in 1994 while working together at an ANC regional corporation. Her role at C2 North, LLC is supporting clients with their 8(a) certifications and other DBE registrations. She is knowledgeable in all areas of SBA's small business programs including the 8(a) business development program, HUBZone, and other various DBE programs and assists clients in determining eligibility for these programs.
Ms. Hetlet assists clients through the complex online HUBZone application as well as the electronic 8(a) application. She manages the ongoing federal contractor registrations for clients and helps guide clients through registrations such as the System Award Management (SAM) and SBA supplemental profile. She also provides regulatory compliance services such as developing compliance training materials as well as tracking individual client's compliance with SBA programs.
Ms. Hetlet also provides detailed analysis of federal government spending to assist clients in their marketing strategies and monitors activity in the various programs such as the 8(a), HUBZone, and Indian Incentive Programs.
